Members of the public who wish to provide public comments in-person during a board meeting are requested to complete and submit a public presentation form before 6:30 p.m. of the day of the meeting. The public presentation form is available outside the board meeting room on the day of the meeting. During the meeting, speakers who have requested to address the Board in-person will be called to do so. Comments relating to a public hearing are be made during the public hearing. Comments on items that are on the agenda are to be made when the item is called by the Board President. Comments on matters that are not on the agenda are to be made during the Public Presentations. Pursuant to Board Bylaw No. 9323, the Board President may adjust the time allotted for each speaker and limit the total time for public comment. A total of 30 minutes have been allotted for non-agendized items (during Public Presentations) and for each agenda item, with each speaker generally having up to 2 minutes to speak unless there are more than 15 speakers, in which case, each speaker’s time will be reduced to a time period to be announced by the Board President. No speaker may yield his or her time to another speaker.
Each regular board meeting will be video recorded by the District, the recording of which will be made accessible to the public within 48 hours of the board meeting.

Mr. Hugh Awtrey is a lifelong resident of Clovis and a graduate of Clovis High School. The son of a long-time teacher, parent of four children (three of whom have graduated from Clovis High School and one who still attends school in the District), and spouse of an elementary educator, Mr. Awtrey believes in the life-changing impact of education, and cares deeply for Clovis Unified. He is a local businessman with Dibuduo & Defendis Insurance, who was drawn to serve on the Governing Board by a desire to support education’s role in a healthy community. Prior to serving on the school board, Mr. Awtrey served for 13 years as a volunteer Director on the Board of the Foundation for Clovis Schools. He has also served on steering committees for past facility bond measures along with the Citizens Oversight Committee for the 2012 Bond, the Clovis Unified Athletic Hall of Fame Steering Committee, the Clovis High Football Boosters, and the Clovis High Baseball Hall of Fame Dinner Committee. In addition, he serves as a Deacon in his church and Youth Director with the Rotary Club of Clovis. Term expires 2024.

David DeFrank grew up in Fresno, and is the proud father of five Clovis Unified students. After earning graduate degrees in law and business at UC Davis, he returned to the Central Valley and works as a government attorney. David and his wife Molly have been foster parents to several CUSD students. They enjoy reading, leading a weekly Bible study, and exploring local hiking and bike trails. Term expires 2024.

Dr. Steven Fogg was raised in Fresno and is the oldest son in a family of seven children. He has Bachelor of Science degree in Mechanical Engineering from Brigham Young University and Doctorate of Medicine from the University of Utah. After specializing in Ophthalmology at St. Louis University, he returned to the Valley to work with his father. Dr. Fogg and his wife, Stephanie, raised their five children in the Clovis Unified school system. He and his wife are devoted supporters of CUSD athletics and academics. Dr. Fogg believes in the importance of building the mind, body and spirit of each student and is a strong defender of Clovis Unified’s values, character and tradition of excellence that attracts families to move into our school district. Dr. Fogg has served on local hospital and medical boards. He enjoys teaching and is an assistant clinical professor at UCSF-Fresno. He loves challenges and hard work. His childhood wish was to be a farmer and has raised a variety of animals. Dr. Fogg joined CUSD Governing Board in 2016. Term expires 2024.

Governing Board Member Clinton Olivier has represented Clovis Unified School District Area 1 since December of 2022. He previously served two terms as a Fresno City Councilmember from 2010-2019. Prior to serving on the city council, Olivier worked as a broadcaster, serving as a television news anchor, reporter and producer for ABC, NBC and FOX affiliates throughout the southwest United States. He can still be heard here in the Central Valley, on occasion, as a fill-in host on Newstalk 580, 105.9 KMJ. Olivier was born in Orange County, he attended Orange Coast College; California State University, Long Beach; and he served honorably in the United States Marine Corps Reserve from 1994-1998. He currently is the Chief Executive Officer for the Central Valley Business Federation. Clint is the proud father of two boys and a CUSD parent. Clint's son, Carsten, is nine years old and a third grader at Nelson Elementary. Term expires 2026.

Yolanda Moore was raised in Fresno. Following high school she earned a Bachelor’s degree in Biology from CSU, Sacramento and then went on to earn a graduate degree from Marquette University. After living the majority of her adult life in Northern California, she and her husband along with their three children moved to Clovis. Their younger ones are currently CUSD students while the oldest is a CUSD graduate. Yolanda works as an Emergency Medicine Physician Assistant at Community Regional Medical Center. She is an active parent volunteer in the classroom as well as serving on the Parent Teacher Club (PTC) and Intercultural and Diversity Council (IDAC). She truly believes in our district’s founding philosophy of “a fair break for every kid” and is committed to maintaining the excellence of Clovis Unified while advocating for and enriching the lives of all students. She and her husband are also active volunteers in the church and community. Term expires 2024.

Deena Combs-Flores has served on the Governing Board since December of 2022. She has worked in teaching and academic roles in California’s education community since 2002 and has held a teaching credential since 2007. A long-time interest in community service has led to her service in several elected and appointed roles in local and county government including six years of service as an elected member of the Orangevale Recreation and Park District in Sacramento County. A proud and active parent, stepparent, and grandparent, Ms. Combs-Flores is the mother of three Clovis East High School graduates, one Clovis High graduate and one future Clovis High graduate. Two of her children are on active duty in the U.S. Air Force while another son-in-law serves in the U.S. Army. Term expires 2026.

As a K-12 Clovis Unified graduate, Tiffany Stoker Madsen believes her experiences as a student in Clovis Unified shaped her, built character and prepared her to succeed in college, graduate school, and life. After graduating as Valedictorian from Clovis West High School, she graduated Magna Cum Laude from Brigham Young University and Cum Laude from U.C. Hastings College of Law in San Francisco. Now, as a mother of five children in the District (ranging from kindergarten to 11th grade), she is dedicated to putting students first and preserving and perpetuating the tradition of excellence, character and values of Clovis Unified. Tiffany has deep roots to the Clovis community – she was honored to represent the community as Miss Clovis and Miss California 1995. She practiced Labor and Employment Law before staying home to raise her five children. She currently runs her own music studio where she teaches Let’s Play Music to young children. In addition to serving on the Board, she also volunteers in her children’s classrooms and serves on her school’s Intercultural Diversity Advisory Council (IDAC) and School Site Council (SSC). Tiffany joined the CUSD Governing Board in 2018. Term expires 2026.
