Venue Access
The facilities of the Clovis Unified School District are available for use by external, non-District groups and organizations in accordance with the District’s Board Policies and Administrative Regulations. District facilities include buildings, athletic fields, and outdoor grounds.
Access During School Hours
To ensure the safety and security of students and staff, all outdoor school facilities — including playgrounds, fields, tracks, and pathways — are closed to the public during instructional hours.
- Stadiums are closed to the public while school is in session and at any time when District staff are not present.
- Tennis courts are not open for public use during school hours.
- In accordance with Board Policy, external groups are not permitted on District sites between 7:00 a.m. and 6:00 p.m. on weekdays when students are present.
Seasonal Field Use
- Fall Season of Sport: All CUSD athletic fields have been assigned for the current fall season.
- Winter Resting Period: All District fields will be closed for maintenance and recovery from December 12, 2025, through February 1, 2026.
- Spring Season of Sport: Field use will resume on February 2, 2026.
External groups wishing to reserve fields for the spring season must attend the Spring Season of Sport Meeting held in January. Meeting details will be posted on the district’s website in December.
General Site Regulations for External Users
To preserve facility integrity and maintain a safe environment, the following regulations apply to all external organizations:
- Vehicles, including golf carts, are restricted to designated parking areas.
- The following are strictly prohibited on District property:
- Portable or temporary lighting equipment
- Inflatables or climbing structures
- Barbecue grills, smokers, or open flames
- Water-based activities or events
- Sound systems must be operated at a volume that does not disturb surrounding neighborhoods or concurrent events. All music must be suitable for a school environment and free of explicit content.
- All participants are required to adhere to the Behavior Expectations for External Groups and Organizations.
Animals and Signage
- Animals are not permitted on District property.
- External groups may display signs or banners only during their approved, scheduled event times.
- External events are not publicized on District websites, calendars, or Parent Connect.

Application and Approval Process
- Requests are reviewed based on facility availability and whether the proposed use interferes with regular school operations.
- Upon preliminary site approval, requests are forwarded to the Assistant Superintendent of Facility Services or designee for final review.
- Final approval requires submission of proof of insurance naming Clovis Unified School District, its Governing Board, officers, employees, and agents as additional insureds, as outlined in the Agreement for Use of Facilities.
- Following the event, applicable usage fees will be invoiced to the email address associated with the applicant’s facility use account.
Categories of Facility Use
1. Use Under the Civic Center Act
Requests are processed pursuant to Board Policy, Administrative Regulation and Exhibit No. 1330.
Approved users must comply with the Facilities Use Agreement – Civic Center Act.
Use is limited to the following timeframes:
- Weekends and non-school days: 7:00 a.m.–9:00 p.m. (indoor) / 7:00 a.m.–10:00 p.m. (outdoor)
- Weekdays when school is in session: 6:00 p.m.–9:00 p.m. (indoor) / 6:00 p.m.–10:00 p.m. (outdoor)
2. Use for Polling Places, Vote Centers, or Emergency Shelters
District facilities may be used for:
- Mass care and welfare shelters during disasters or public health emergencies, pursuant to Education Code §32282; or
- Polling places and vote centers, pursuant to Elections Code §12283.
Such use shall be governed by the Agreement for Use of Facilities – Polling Places, Vote Centers, and Emergency Shelters, as set forth in Board Policy and Administrative Regulation No. 1330.
3. Use for Athletic and Sports Programs
Requests for athletic or recreational use are processed in accordance with Board Policy, Administrative Regulation, and Exhibit No. 6145.1.
Approved applicants must adhere to the Agreement for Use of Facilities – Community Recreation Programs and the Behavior Expectations of Individuals or Groups Using CUSD Athletic Facilities.
Permitted timeframes mirror those established under the Civic Center Act.
